CLEU stock manipulation victim remission (Justice Department)

The Justice Department has opened a remission fund for investors who lost money in the CLEU share manipulation, drawing on more than $200 million in assets forfeited in the Northern District of Illinois. Prosecutors allege that from November 2024 to February 2025 people in China, posing as US investment advisers, pushed investors into Chinese Liberal Education Holdings stock, drove the NASDAQ price up and sold out, leaving later buyers with heavy losses. If you bought CLEU shares in that window and lost money, you may be eligible to file a petition with Kroll, the department's administrator; victims already known to the FBI are being contacted, and anyone else can ask for a petition form. The department has published no petition deadline, so check the official site for the current form, and note that neither the department nor Kroll ever asks for payment to take part.

Expected

The department has published no petition deadline and no payment date. Petitions are paid after the administrator has reviewed them, which in remission matters has taken a year or more.

Read off the official notice, in its own words. These dates slip — an appeal can move a distribution by a year or more — so treat it as the administrator's plan rather than a schedule.

U.S. District Court, Northern District of Illinois

A petition is paid against a documented loss, so brokerage statements and trade confirmations for CLEU shares are the records that matter. More than $200 million was forfeited, which is large relative to the losses described, but the department has published no per-person figure and payments are scaled to approved petitions, so any amount is an estimate rather than a guarantee. The FBI identified thousands of victims and the administrator is contacting those it already has details for.

Why this case happened

Prosecutors in the Northern District of Illinois allege that between November 2024 and February 2025 seven people, posing on social media and messaging apps as United States investment advisers, talked investors into buying shares of Chinese Liberal Education Holdings, a NASDAQ-listed company that said it provided educational services in China. The coordinated buying pushed the share price up, the defendants sold into it, and the price then collapsed; some investors lost close to everything they had put in. The company was later delisted, the defendants are not in custody, and in May 2025 the government civilly forfeited over $200 million traceable to the scheme. The department announced the remission fund on February 3, 2026 and named Kroll as administrator.

Eligibility questions

These questions help you decide whether to read the official notice. They are not a legal determination.

Did you buy shares of Chinese Liberal Education Holdings (CLEU) between November 2024 and February 2025?
Did you lose money overall on those CLEU shares?

Remission is paid against a documented loss, so anyone who came out ahead has nothing to claim for.

Were you one of the defendants in this case, or acting with them?

Remission is for victims, not for anyone involved in the scheme.
